If you're researching sustainable packaging, you've probably seen the words "compostable" and "biodegradable" used interchangeably. They sound like they should mean the same thing. They don't. And the difference matters a lot more than you might think, especially when you're trying to make genuinely responsible choices for your business.
This matters because you could invest in packaging you believe is fully sustainable, only to discover your customers are putting it in regular waste because they don't understand how to dispose of it, or because the infrastructure to handle it isn't available where they live.
The environmental impact of this confusion is real. If your "compostable" packaging ends up in landfill because a customer didn't know what it was, you've created waste instead of solving it. And you've spent more money than you would have on conventional packaging, adding insult to environmental injury.
This guide breaks down the actual difference between compostable and biodegradable packaging, explains what it means in practical terms for UK businesses, shows you where the infrastructure actually exists, and helps you decide which option, if any, makes sense for your business.
Biodegradable means that the material breaks down under the influence of naturally occurring microorganisms like bacteria and fungi. Given the right conditions, it will eventually decompose and return to nature.
This sounds straightforward, but here’s where it gets fuzzy. The standard for what counts as “biodegradable” is vague in most contexts. Almost anything will biodegrade eventually if you wait long enough and the conditions are right. A plastic shopping bag will biodegrade. It just might take 20 years in a landfill where there’s minimal microbial activity and no oxygen for aerobic decomposition.
When a material is labelled “biodegradable,” the implication is that it breaks down reasonably quickly under natural conditions. But how quickly? The standard varies wildly depending on the material and where you are in the world. A material that biodegrades in six months in a warm, active compost heap might take years in a cold landfill.
This is why “biodegradable” alone is a weak environmental claim. It’s technically accurate, but it doesn’t tell you when the breakdown happens or under what conditions.
Compostable is a more specific claim. It means the material breaks down into compost within a defined timeframe under specific conditions, usually industrial composting.
For a material to be genuinely compostable, it must meet one of two standards. In Europe, the standard is EN 13432. In the US and some other regions, it’s ASTM D6868. These standards define what “compostable” means in measurable terms.
To pass these standards, a material must break down into carbon dioxide, water and biomass within around 180 days (roughly six months) in an industrial composting facility. It must also not leave any toxic residues and must not harm the composting process.
This is much more precise than “biodegradable.” A compostable material certified to EN 13432 or ASTM D6868 will break down consistently and on a predictable timeframe, provided it reaches an industrial composting facility.
But here’s the critical word: industrial.
This is where the difference becomes truly important for UK businesses.
Industrial composting facilities operate at temperatures above 55 degrees Celsius in carefully managed environments. They’re designed to process high volumes of organic material, maintain consistent temperature and moisture, and handle materials that require specific conditions to decompose.
The UK is increasing its composting infrastructure, but the truth is that most of the country doesn’t have easy access to industrial composting. According to the Environment Agency, only about 20 local authorities in the UK offer kerbside compostable collection as part of standard waste services. Many more local authorities accept compostable materials but don’t actually have a facility to process them. Those materials often end up being sent to general waste incinerators or landfills instead.
Home composting is not suitable for most compostable packaging materials. The temperatures in a home compost heap rarely exceed 40 degrees, which isn’t hot enough to break down industrial compostable materials. A compostable food container left in your garden compost heap might still be recognisably plastic-like after a year because it’s not in the right environment to decompose.
This creates a significant problem. If you sell compostable food packaging to customers across the UK, most of them don’t have a way to actually compost it. Your environmental claim, however well-intentioned, doesn’t materialise in practice.
Understanding what materials are actually compostable helps you make informed choices.
PLA, or polylactic acid, is a plastic made from renewable resources like corn starch or sugarcane. It looks and behaves like conventional plastic in most ways, but when it reaches an industrial composting facility, microorganisms break it down. PLA is widely used for food containers, cups and cutlery marketed as “compostable.” The problem is that PLA only reliably compostable at industrial facilities. A PLA container left in a landfill might not break down for decades.
Bagasse is fibre from sugarcane that’s already been processed for sugar. It’s a waste product from food production that gets repurposed into food packaging. Bagasse is genuinely compostable, and because it’s fibre rather than plastic, it’s somewhat more degradable in various environments. But it also requires the right conditions to break down efficiently, and home composting isn’t ideal.
Starch-based materials and other plant-derived plastics have similar profiles. They’re compostable at industrial facilities but not reliably degradable in home compost or landfill conditions.
If you want a packaging material that genuinely breaks down in real-world conditions without requiring specialist infrastructure, your options are more limited.
Natural materials like unbleached kraft paper and cardboard are technically biodegradable and break down reasonably quickly in various environments, including landfill (though not as quickly as in active compost). They’re also widely recycled through existing infrastructure, which means for most customers, recycling is a better option than composting anyway.
Wood pulp-based materials, including various forms of paper, are genuinely biodegradable. They break down in landfill, they break down in home compost, and they break down in industrial composting. This is why paper remains such a practical choice for packaging.
Cellulose-based films derived from wood pulp are genuinely biodegradable across a range of conditions. They’re not plastic, and they break down more reliably than plastic-based materials in various environments.
The key difference is that these materials don’t require specific industrial conditions to work. They degrade reasonably well in most real-world scenarios where customers might dispose of them.
If your primary concern is reducing environmental impact, consider what actually happens to your packaging in practice.
For food packaging or any packaging going to most UK customers: kraft paper and cardboard remain the best choices. They’re genuinely recyclable through existing infrastructure, which is the path most customers will choose. They’re biodegradable if recycling isn’t available. They’re widely available and competitively priced.
For businesses shipping to areas with confirmed industrial composting access: compostable materials make sense if you can include clear instructions on where and how to compost the packaging. This requires research into your specific customer locations.
For businesses targeting environmentally conscious customers: consider whether compostable packaging is the best use of your environmental budget. You might create more impact by switching to FSC certified cardboard, reducing your packaging size to cut shipping weight, or eliminating plastic tape. These changes have environmental benefits that actually materialise for most customers.
For food businesses: if you’re selling food products, compostable food packaging is increasingly expected in some markets. But be prepared to communicate clearly to customers about how to dispose of it and where that infrastructure exists. A label or insert card explaining the disposal options goes a long way.
If you’re seriously considering compostable packaging, understanding where it can actually be processed is essential.
England has a small number of commercial composting facilities. The Compost Collective publishes a directory of UK facilities, and it’s worth checking whether your customer areas have access. Scotland has slightly better infrastructure. Wales and Northern Ireland have gaps in coverage.
Even in areas with facilities, access is sometimes limited to businesses rather than households. A customer might have a commercial composting facility in their town but no way to drop off their compostable packaging there without paying a disposal fee.
The infrastructure is improving. The UK is investing in more composting capacity, and more local authorities are beginning to offer compostable collection. But in 2026, the situation is still patchy and varies significantly by region.
If you do choose compostable packaging, how you communicate about it becomes crucial.
Don’t just print “compostable” on the packaging. Include clear instructions on what to do with it. “Please take to an industrial composting facility” tells customers what they actually need to do. Include a website URL or QR code that links to a postcode checker showing whether industrial composting is available in their area.
Consider including a small note that explains your choice. “This packaging is made from renewable resources and is industrially compostable. Please check your local council’s website to find a composting facility near you.” This educates customers and shows you’ve thought through the disposal process.
If you’re not going to provide clear disposal information, reconsider whether compostable packaging is the right choice for your business. Packaging you can’t educate customers about is packaging that likely won’t achieve its environmental purpose.
For clothing, fashion and non-food retail: stick with cardboard. Recyclability is cleaner and your customers understand what to do with it.
For food businesses and restaurants: compostable food packaging makes sense if you can confirm your customers have access to industrial composting or if you’re operating in a city with established infrastructure. Otherwise, kraft paper and cardboard work better.
For e-commerce subscription boxes: recyclable cardboard with minimal plastic is the most environmentally responsible choice and the most practical for customers.
For cosmetics and beauty: compostable materials are being marketed heavily, but unless you’re confident your customers can actually compost the packaging, the environmental benefit doesn’t materialise. Consider recyclable cardboard with minimal plastic instead.
